Belgian residence permit can travel freely within 26 EU schengen states including Switzerland and allowed to stay in other schengen countries upto 90 days in 180 day period under schengen rules. It is also possible to visit non schengen EU countries such as Cyprus, Croatia, Bulgaria, Romania with valid ID card (residence permit) and Passport. You cannot travel to UK with EU residence permit card (belgian), as UK does not participate in Schengen zone.
