Overview

Cambodia grants citizenship to foreign investors under its 1996 Law on Nationality. A sub-decree of 1 December 2025 set new thresholds: an investment of at least US$1 million (KHR 4 billion) in an approved priority-sector project, or a donation of US$3 million (KHR 12 billion) to the national budget or the humanitarian sector. The earlier routes of about US$245,000–300,000 no longer apply.

Every application is reviewed by the Ministry of Interior, which may consult other agencies, and the legal source of funds must be clearly documented. Cambodia permits dual citizenship, so you keep your current passport.
