Overview

The Malta Permanent Residence Programme (MPRP) grants lifetime permanent residence in an English-speaking EU country to investors and up to four generations of their family. Applicants pay €99,000 in government payments (a €60,000 administration fee, a €37,000 contribution and a €2,000 donation) and either rent property for at least €14,000 a year for five years or buy property worth at least €375,000. They must also show assets of €500,000 (including €150,000 in financial assets) or €650,000 (including €75,000).

Applications take around 6 months and there is no minimum stay. Malta's former citizenship-by-investment route was struck down by the EU Court of Justice in April 2025, so the MPRP is now Malta's main investor route.
