Overview

Samoa's Citizenship Investment Act 2015 lets foreign investors earn citizenship by building a business in the country. You commit at least WST 4 million (about US$1.45 million) to a qualifying investment – tourism, ICT, renewable energy, agricultural or fishery processing, services, or the development of leased government land – within 3 years, and show a net worth of at least WST 2.5 million. At least 70% of the investment is placed in a fixed deposit with a Samoan bank before approval and released as your investment plan goes ahead.

Once approved, you and your family receive permanent residence for 3 years. You then apply for citizenship, provided you have spent at least 15 days a year in Samoa and followed your investment plan. The investment is kept for at least 5 years after citizenship.
