Malta Citizenship by Merit

Overview

Malta grants citizenship by merit under Article 10(9) of the Maltese Citizenship Act (Cap. 188) and the Granting of Citizenship by Naturalisation on the Basis of Merit Regulations (S.L. 188.06). It is open to a person who renders an exceptional service to Malta or to humanity, makes an exceptional contribution, or is of exceptional interest to Malta, in science and research, technology, sport, entrepreneurship (including job creation), culture and the arts, or philanthropy. Each case is discretionary and assessed individually.

The first stage is a detailed proposal letter to Community Malta Agency. It sets out the applicant's background and achievements, the exceptional service or contribution made or planned, a forward-looking plan for contributing after naturalisation, and supporting documents. Dependants can be included. An autonomous evaluation board assesses the proposal independently of the Agency, the Agency carries out intensive due diligence, and the Minister gives approval in principle or rejects it. The Minister does not have to give reasons, and the decision is final.

After approval in principle, the formal application must show at least eight months of residence in Malta, title to adequate residential property in Malta, an endorsement from the designated competent body, knowledge of Maltese or English, and proof of the ties created with Malta. The board reviews the application again and the Minister makes the final decision. If approved, the applicant and dependants take the Oath of Allegiance and receive the certificate of naturalisation. The Minister can withdraw citizenship granted on merit if material obligations or commitments in the letter of approval are not met. The Agency sets fees for each stage, and applicants may apply directly or through Competent Professionals authorised by the Agency.
