For the third consecutive year, Malta’s IIP ranked top citizenship in the world in a latest report on citizenship programs. Portugal rated as most popular residency program.

- Cyprus – 72 points
- Austria – 63 points
- Antigua and Barbuda – 61 points
- Grenada – 60
- St Kitts and Nevis – 59 points
- Dominica – 51 points
The eight citizenship programs included in the report were evaluated according to 10 indicators:
Reputation, Quality of Life, Visa-free Access, Processing Time and Quality of Processing, Compliance, Financial Requirements, Residence Requirements, Relocation Flexibility, Physical Visit Requirements, and Transparency. Each indicator had an equal weighting of 10, producing a total score out of 100 for each country.
Portugal and Belgium remains top among Golden visa residency programs , according to the report.
